EXECUTIVE PROFILE

Councilor George S. Goking is always on the frontline in addressing the critical economic issue affecting the people of Cagayan de oro city. Whether it be the rising prices of rice, oil, and other basic commodities or shaping the framework of doing business and investing in the city, Goking is right in the thick of things working with stakeholders and those in power whose decisions impact public policies.

 

In so doing, Goking has mastered the skills that very few of his contemporaries have aquired: namely the art of negotiation, of taking all sides into consideration while building towards consensus among all parties concerned to achieve resolution and with it, long term solutions beneficial to all sectors. Several ordinances which Goking authored and successfully secured passage into local law serve as testament to his capabilities and commitment to publi service.


Goking is finalizing the provisions of the ordinance establishing the fair market valuations of the real properties in Cagayan de Oro City: creating the team that would review and overhaul existing revenue generations ordinances for the city: and conducting a study on the implementing guidelines for the local application of the public private partnership law Republic Act 11966. And in between crafting crucial economic legislation, Goking spearheaded investigations into rising prices of oil and rice in the city in his capacity as chairman of the City Council’s Trade and Commerce Committee.

With these achievements and more work on the cusp of completion, Going’s public service can best be appreciated by the gains achieved by Cagayan de Oro City from the time he took office to his incumbency: inclusion in the country’s top 7 highly urbanized cities (HUCS); the second most economically progressive city outside Manila (2023) and so on. As a thrice local official. Goking’s Legacy of public service to the people of Cagayan de Oro City is not only secure but will endure for years and generation to come.​​

  • INVESTMENT FORUM 2023 with resource speaker the United State Senior Commercial Officer Paul Taylor, organized by the ORO CHAMBER of Commerce and Industry Foundation Inc., discussed the fast expansion of the Philippine economy and how it affects Metro Cagayan de Oro, as well as the opportunities and infrastructure development in the area. Tackled and covered also in the conference, the unveiling of a 60-hectare project in Cagayan de Oro City's southwest expansion area, known as The New City, a mixed-use township in the city.

  • Ease of Doing Business (EODB) (Ordinance No. 13992-2020) - An efficient government service delivery. An Act Localizing the implementation of Republic Act 11032 or the Ease of Doing Business Act.

  • Public-Private Partnership for People Initiative for Local Government (P4) (Ordinance No. 13457-2018) - An ordinance providing for the city code pursuing a Public-Private Partnership for the Peoples Initiative for Local Governments, approach towards development, providing for the procedure for selecting a private sector proponent, adopting a contract management framework and other purposes.

  • Consumer Welfare Officer (Ordinance No. 13363-2018) - An ordinance requiring each and every barangay council in the city of Cagayan de Oro to designate a consumer welfare officer to cater the needs of the barangay constituents with respect to their rights and obligations as consumers, appropriating funds therefore and for other purposes.

  • Local Investment/Incentive Code of 2018 (Ordinance No. 13418-2018) - A declared policy of this City to actively encourage the participation of the private sector in the promotion of economic growth and prosperity in the City, and for the purpose, it shall grant fiscal and non-fiscal incentives to investors, both local and foreign, particularly in identified investment priority areas, to attract new investors and keep and retain existing investments and encourage their expansion, in addition to generally creating and maintaining a business-friendly environment that will accelerate economic progress, generate employment opportunities, increase revenues and income, reduce poverty, and improve the over-all quality of life for the people of the City of Cagayan de Oro.

  • Creation of CDO Technical Vocational Institute (TVI) (Ordinance No. 13473-2018) - A Technical-Vocational Institute owned and operated by the Local Government of Cagayan de Oro, offering TESDA-accredited programs primarily in the construction and tourism sectors, includes Carpentry NC II, Plumbing NC I & NC II, Shielded Metal Arc NC I & NC II, Electrical Installation & Maintenance NC II, and Housekeeping NC II, fully operational and upgraded into City College of Cagayan de Oro which expanded its mandate, transforming it into a higher education institution offering not only tech-voc programs but also diploma and bachelor's degree programs, to be monitored by the Technical Education and Skills Development Authority (TESDA) and the Commission on Higher Education (CHED).

  • Construction of a health facility in Barangay Lumbia, this city (Ordinance No. 13305-2017) - A health-25-bed capacity infirmary facility (2nd year-operational) City Hospital in Barangay Lumbia this city, bringing the health care services closer to the people especially in the hinterland areas, including some municipalities in Bukidnon province.

  • Ordinance No. 14385-2022 - an ordinance granting relief to delinquent real property and business tax payers, stallholders in public market and terminal and violators of traffic rules and regulations in the form of condonation of their interests, surcharges, penalties and or arrearages, as the case maybe, in the manner provided for herein, providing guidelines and availing thereof, and for other purposes.

 

CRAFTING AND ENACTING ORDINANCES

  • Crafting and deliberating the process for rate adjustment on real property tax fair market value of the city as per national law and national mandate provided by the Bureau of Local Government finance (BLGF)

  • Initiating the reform and regulatory process for the outdated and inapplicable ordinances of the city, by creating the Reform and Regulatory Team (RRT) as provided for the national government.
