Abaday, Serbisyong TIunay!

COUNCILOR Roger Gabatan Abaday is one of Cagayan de Oro’s most dedicated and long-serving public officials—an educator, legislator, military veteran, and advocate for grassroots governance. With decades of public service, he remains steadfast in promoting social justice, community empowerment, and public order, upholding the welfare and dignity of every Kagay-anon.

His humble beginnings – selling newspapers and icedrop and being a shoe-shine boy in Divisoria Plaza, molded his strong work ethic and shaped his public service philosophy.

Councilor Abaday earned his Bachelor of Science in Criminology (1980) from Phinma-Cagayan de Oro College, followed by a Master of Science in Criminology from the University of Cebu (2003). He also completed a law degree at Xavier University in 1991 and later took the bar exams in 2014. Currently, he is pursuing doctoral studies in criminology at Phinma-COC.

Councilor Abaday entered politics in 1982 as Barangay Kagawad of Kauswagan and became Barangay Chairman from 1989 to 2007. Under his leadership, Kauswagan became one of the city’s most progressive barangays, known for strong anti-drug and crime prevention programs.

In 2007, he was elected to the City Council representing the First District of Cagayan de Oro. Over the years, he has served five terms in office, with a legislative track record rooted in senior citizens' welfare, public safety, education, and local infrastructure.

He has also authored or co-authored numerous ordinances and resolutions, including those that strengthen the rights of senior citizens and activate the Barangay Anti-Drug Abuse Councils. He likewise proposed measures on peace and order, labor rights, public health, road safety, and infrastructure.

In recognition of his achievements, Councilor Abaday was named Outstanding City Councilor by the Philippine Councilors League and received the Distinguished Plaque of Commendation in 2016 after completing three consecutive terms.

Councilor Roger Abaday remains a fiscalizer in the City Council, a defender of people’s rights, and a legislator grounded in principle and compassion. With unwavering dedication and a lifetime of experience in governance, education, and service, he continues to embody the call of “Serbisyong Tiunay” for every Kagay-anon.

Born on February 7, 1952, in Cagayan de Oro City, Councilor Abaday is the son of Artemio Beja Nagac Abaday and Inocencia Abales Gabatan Abaday. He is married to Maria Gina Fiel Abaday, with whom he shares four children: Vernessa A. Padla, Roger F. Abaday Jr., Jane Rose F. Abaday, and the late Ed Satur F. Abaday.
