SP oks MOU establishing Klarexville 1

THE 20th City Council through an ordinance has authorized City Mayor Rolando A. Uy to enter into and sign the Memorandum of Understanding (MOU) with the Social Housing Finance Corporation (SHFC), and the Johndorf Ventures Corporation, covering the establishment of the Klarexville 1 Pagatpat Valley Residence located at Sitio Pamalihi, Pagatpat.

Klarexville 1 is a project under the Pambansang Pabahay Para sa Pamilyang Pilipino Housing (4PH) Program of the Marcos administration whose goal is to urge local governments and national agencies to work closely together in addressing the huge national housing backlogs by providing affordable yet decent housing for all.

Under the MOU, the city shall act as a partner of SHFC for the identified project site. It shall also be responsible for the identification, census tagging, and profiling of potential beneficiaries of the project.

Moreover, it shall provide the land upon which the project will be built and constructed and assist the developer or contractor in securing and expediting the issuance of necessary permits for the project.

For its part, SHFC shall assist and facilitate the city and the developer or contractor in the process of implementing and completing the project, including the payment pursuant to the Community Guided Financing Framework Guidelines.

Finally, the developer or contractor agrees to develop, construct and deliver the agreed number of completed housing units including the basic facilities, roads, network, among others, as required by the 4PH standard subject to the existing guidelines, rules, and regulations implemented by the Department of Human Settlements and Urban Development (DHSUD) and SHFC.
