COUNCILOR Imee Rose P. Moreno, a public servant, champions the rights and welfare of women, the youth, and the LGBTQIA+ community, and is a family woman with three children and a businesswoman for over 20 years. Known for her compassionate leadership and grounded approach, she continues to connect with grassroots communities, listening intently to their needs and acting on their concerns with genuine commitment.
In her first term, she has lobbied and implemented programs for women’s livelihood as well as community-based sports. She used to chair the Committee on Women and Family Relations, as well as the Committee on Cooperatives. Her advocacy has empowered women-led households to generate income through training, startup support, and cooperative partnerships. She also spearheaded grassroots sports initiatives, including the Yearly Higala Badminton Tournament, badminton clinics, Volleyball on Tour, and pickleball promotion, encouraging discipline, teamwork, and active lifestyles among the youth.
During her tenure on the 20th City Council, Councilor Imee likewise served as the vice chairperson of the Committees on Education, Tourism, and Sister City Relations, and a member of the Committees on Health, Tourism, Education, Agriculture, and Sports and Youth Development. She is also an active participant in various public-private partnership dialogues, promoting inclusive and sustainable development in the city. Her dynamic role in the council reflects her dedication to progressive and inclusive legislation.
She was inspired to join public service because of her father, the former City Mayor of Cagayan de Oro City, Atty. Oscar S. Moreno, a multi-awarded public servant. Her exposure to his legacy of transparent, pro-people governance deeply influenced her leadership values. She continues to emulate his tireless service and vision for a better Cagayan de Oro.
Now serving in the 21st City Council, she continues to advocate for programs and legislation that strengthen the city’s sports development, education system, women’s empowerment, health initiatives, and other critical areas.
Guided by the brand Serbisyong Moreno, Serbisyong Sigurado, she combines her experience, insight, and compassion to implement meaningful citywide initiatives that improve the quality of life for all Kagay-anons, while carrying forward her father’s legacy of inclusive, effective governance.
