VM Rodriguez mulls International Relations Section (IRS)


Vice Mayor Bebot Rodriguez is proposing the establishment of the International Relations Section (IRS) under the Office of the City Mayor to promote international affairs, foster sister relationships, and enhance the global presence of Cagayan de Oro City.


In filing the proposed ordinance for the purpose, the vice mayor seeks to enable the city to engage in international partnerships, inter-local cooperation, and networking pursuant to the Local Government Code of 1991.


Vice Mayor Rodriguez cited the significance of cities in the international system and their role in sustainable development, and in empowering the city to actively participate and advocate for its interests in the global arena. Her draft ordinance emphasizes the importance of education and cultural exchange programs with cities, foreign counterparts, and international organizations. Through students and faculty exchange programs, collaborative research projects, and cultural immersion activities, the IRS will promote cross-cultural understanding and build lasting relationships. These initiatives will also provide professional development opportunities for local officials and employees, equipping them with valuable international skills and experience.


To ensure effective implementation and guidance, the proposed ordinance intends to establish the International Relations Advisory Board (IRAB). which consists of the City Mayor, City Vice Mayor, City Legal Office, City Tourism Office, Chamber of Commerce, schools offering International Relations or International Studies, and local organizations affiliated with international entities.


This Board will facilitate collaboration, identify opportunities for cooperation, and support the IRS in its endeavors. The proposed IRS Ordinance was referred to the City Council Committee on Sister City Relations, chaired by Councilor Suzette Magtajas-Daba, for study.
