SP OKs MOU with DPWH for FMR projects in Lumbia, Mambuaya

THE 18th City Council during its 65th regular session presided over by Vice Mayor Raineir Joaquin V. Uy, enacted an ordinance authorizing the City Mayor to enter into a Memorandum of Undertaking (MOU) with the Department of Public Works and Highways (DPWH) covering the implementation of farm-to-market road projects amounting to P1 million.


This allocation represents the city’s 10-percent counterpart to the road concreting projects in Sitio Baluarte to Pahiron, Barangay Lumbia as well as in Coop Village, Barangay Mambuaya.


Under the MOU, the DPWH shall cause the preparation of the Program of Works (POWs) and Detailed Engineering Design (DED), secure Environmental Compliance Certificate (ECC) or Certificate of Non-Coverage (CNC), if applicable.


It shall also undertake the bidding and award of contract for the project’s civil works in accordance with RA 9184, Government Procurement Reform Act. The city also responsible for the completion of the project in case the contractors defaults in the implementation of the said project, among others.


For its part, the city shall issue the Certificate of Availability of Funds (CAFs) to the DPWH for the city’s counterpart, which shall be downloaded upon approval of the MOU through a funding check. The city government shall also monitor the implementation of the said FMR projects and maintain the good road condition after completion and turn-over of the DPWH.


This legislation was reviewed and endorsed by the committee on public works chaired by Councilor Zaldy Ocon during a meeting presided over by its Vice Chair Councilor Jay R. Pascual and the committee on laws and rules chaired by Councilor Ian Mark Q. Nacaya. (JAO)
