Creation of BTDC seen

COUNCILOR Edna M. Dahino, chair of the City Council committee on finance, budget and appropriations, will review the proposed ordinance creating the Barangay Tanod Development Committee, particularly Sections 5 to 8, which stipulates the honorarium, financial assistance to ronda tanod, budgetary allocation and funding requirements.

The proposed Barangay Tanod Development Committee Ordinance is co-authored by Councilor Dahino and Councilor Teodulfo E. Lao, with Councilor Enrico D. Salcedo as the principal author.

Under the proposed ordinance, each member of the Ronda Tanod Development Committee (RTDC) and its secretary shall receive an honorarium of P500 per meeting. The same amount is likewise allocated for financial assistance, which shall be granted monthly to each members of the Ronda Tanod in the 80 barangays of the city, provided that only 20 tanods per barangay can avail of the assistance.

It provides that barangay councils shall submit to the RTDC through a barangay resolution their respective official list of the 20 Ronda Tanods recommended to avail of the said assistance.

A regular appropriation in the annual budget for the operational expenses of the RTDC and for the grant of financial assistance or honorarium to the ronda tanods is also provided.

An allocation shall be regularly included in the annual budget of the city funds for the awards, prizes, honoraria and other incidental expenses in the implementation of the said ordinance, under the proposed ordinance. (JAO
