Agri Comm to review MOA with DA-10

THE City Council Committee on Agriculture, chaired by Councilor Jay R. Pascual, is set to review the Memorandum of Agreement (MOA) to be executed by and between the City Government of Cagayan de Oro and the Department of Agriculture-Regional Field Office 10 (DA-RFO X) pertaining to the procurement of transport and delivery vehicle under the implementation of the KADIWA Financial Grant Assistance Program.


The KADIWA program aims to assist farmers and fisherfolk in effectively improving the food distribution system of agricultural produce from farm-gate to market, directly linking farmers and fisherfolk to consumers in high-demand and depressed areas to create an additional market for small farmers and fisherfolk and provide consumers with agri-fishery products and other basic commodities at affordable prices.

It also seeks to provide financial grant assistance to participating eligible farmers and fisherfolk cooperatives/associations (FCAs), community-based organizations, and local government units (LGUs) to enhance their capacities in value-adding activities in the food supply chain from aggregation, processing, packing, storing, warehousing, transport to distribution.


Under the MOA, the parties recognize the need for a provision of financial grant assistance to FCAs, community-based organizations, state universities and colleges (SUCs) and LGUs under Memorandum Circular No. 22 Series of 2023 or the “Revised Implementing Guidelines of the KADIWA Financial Grant Assistance Program” as essential for the continuous supply of food in major cities and demand centers, The Gavel learned.
