Pact with MFWD for water system at Balubal Relocation Site OKd
CAGAYAN DE ORO City legislators headed by Vice Mayor Raineir Joaquin V. Uy on Monday approved Ordinance No. 13474-2018, authorizing Mayor Oscar S. Moreno to enter into and sign the Memorandum of Agreement (MOA) covering the turnover of the water system projects established by the city government at the Balubal Relocation Site to the Manolo Fortich Water District (MFWD).
Mayor Moreno informed the City Council that this collaboration with MFWD, which supplies potable water needs of the resident-beneficiaries of the city-owned relocation sites in the barangay, is intended to ensure sustainable water supply in said areas.
The MOA provides that the city shall conduct the necessary processes for the release of the amount of P20.1 million as funding support for the water system of the Balubal Relocation Site Phase I (P12.7 million), Balubal Relocation Site Level III water supply pipeline (P2.4 million) and Balubal CDORSHP 4 water system (P4.9 million).
It shall turn over to MFWD as the water provider and usufructuary, the installed water system pipelines for proper maintenance and operation, as well as the relevant documents, operating and maintenance manuals, among others.
For its part, MFWD shall assist the city in the supervision of the implementation of the water system projects, conduct hydro tests and disinfection protocols on the installed pipes for water system. It shall operate and maintain the water system in accordance with the established standards of the Local Water Utilities Administration (LWUA) and other operational standards and take the responsibility of billing and collecting payments of the water consumed by the customers.
The legislation was endorsed by the committees on public utilities and on laws and rules chaired by Councilors Teodulfo E. Lao, Jr. and Ian Mark Q. Nacaya, respectively.
