Agriculture & Fisheries & Cultural Communities

It shall study, investigate and report on all matters or proposed ordinances or resolutions related to agriculture, food production and agri-business, agricultural economic research, soil survey, and conservation; agricultural education and extension services; animal industry and livestock quarantine, farm credits as well as matters dealing on farmer relation to landowner and program on comprehensive agrarian reform.

Barangay Affairs

It shall study, investigate and report on all matters involving the affairs of all the barangays in the city, review of the barangay budget, ordinances and resolutions and oversee the proper implementation and compliance of all national issuances involving barangay governance. This also includes the supervision of the delivery of the basic services, aids and financial assistance for the barangay programs and projects.

All matters directly and principally relating to cultural communities and Indigenous Peoples’ (IPs) development and their community areas.  Formulate policies, plans, and programs that will promote and protect the rights and well-being of Indigenous Peoples (IPs) and their ancestral domain.

Environment

It shall study, investigate and report on all matters or proposed ordinances or resolutions dealing on sanitation, ecology and natural resources; environmental protection, exploration, development, utilization and conservation of natural resources, including flora and fauna; and the preservation, protection, prevention and the development of the city’s river systems and Macabalan Bay

Ethics and Blue Ribbon

It shall study, investigate and report to the City Council (Sangguniang Panlungsod), in aid of legislation, its findings and recommendations on cases involving graft and corruption, irregular or anomalous transactions, unethical or other immoral conduct, other violations or infractions of lawful regulations committed by any official or employee of the City Government, or in connivance with any private individual upon verified complaint. It shall further hear and investigate administrative cases against elected barangay officials. However, on a case to case basis and upon majority vote of all the members, the City Council (Sangguniang Panlungsod) may assume jurisdiction on a particular administrative case of elected barangay officials. It shall likewise initiate and/or undertake measures that would protect and promote the basic rights of every citizen, based on truth, justice, and law, and further initiate studies, researches, inquiries and investigations of the same.

Health, Nutrition & Health Insurance

It shall study, investigate and report on all matters concerning health and social health insurance, measures seeking the prevention and cure of diseases, and the implementation of universal social health insurance for indigents as well as the maintenance, operation, or expansion of the City Health Department, City Hospital, all Health Centers throughout the City, and the City Health Insurance Office

Labor & Employment

It shall also study, investigate and report and on all matters involving the rights and duties of workers in their relations among themselves, their employers, and with the public, and/or measures intended to uplift or maintain the dignity of labor; mediation, conciliation, and arbitration of labor disputes, wages and hours of labor, women and child labor, statistics and labor standards.

Laws and Rules

It shall prepare the rules of the body, study, device, and report better methods for the smooth conduct of the body’s proceedings.   The committee shall also prepare the agenda for the session of the body and furnish the members thereof with a copy of the same to be delivered to their usual place of residence at least twenty-four (24) hours before the session during which said agenda is set for discussion. Furthermore, the committee shall study, investigate and report on the legal aspect of all matters and measures, including proposed motions, resolutions, ordinances, or the revision or amendment of any existing ordinance and all legislation, recommended for enactment.

Planning and Development

It shall study, investigate and report on all matters and measures pertaining to city planning, zoning, land classification, land use and management, urban community development. It shall review and recommend actions on the Annual Investment Program (AIP), Comprehensive Land Use Plan (CLUP), City Development Plan (CDP), Executive Legislative Agenda (ELA) and other short- and medium-term plans of the City.

Public Order & Safety

It shall study, investigate and report on all matters and measures, including proposed ordinances or resolutions dealing with police matters, including but not limited to measures concerning the prevention of destruction or injury to limb, life and property, and all other matters relating to the peace and order of the City, and those concerning fire and its prevention, jail matters such as but not limited to the welfare of inmates and all matters pertaining to Barangay Police. It shall likewise study and recommend measures designed to curb all forms of vandalism, vagrancy and drug abuse.

Public Utilities

It shall study, investigate and report on proposed ordinances or resolutions and all other matters relating to the establishment, operation, maintenance, and inspections of telephone and other communication facilities, ice plants, cold storage, transportation, whether land, air, or water, street railways, conduits, main motors, and other apparatus, and all other similar nature, and condemnations, substitutions, or removal of the same when they are defective or dangerous, or when public safety or welfare so requires.

It shall study, investigate, and report to the body all matters concerning public works and construction, or maintenance of roads, streets, canals, drainage systems, waterworks, buildings, equipment depot, and other matters of similar nature.

It shall study, investigate and report on all matters and measures pertaining to city planning, subdivision, the layout of roads, streets, canals, electric and telephone lines, and related matters and measures pertaining to the acquisition or expropriation of the landed estate for the establishment of housing projects for qualified and deserving poor landless residents and all measures for the promotion and development of the human settlement.

It shall study, investigate and report on all matters involving the promotion of the sisterhood or sister city relation program for the purpose of fostering national or international understanding and friendship through exchanges of people, artifacts, and ideas with residents/citizens of local and foreign cities and to develop an increased appreciation of cultural diversity for better understanding of other cities’ culture.

Sports and Youth Development

It shall study, investigate and report on all matters and measures affecting the development and training of the youths for responsible leadership and civic consciousness, and promotion of various youth and sports program of the city.

Tourism

It shall study, investigate and report on all matters involving the promotion of the arts and cultural affairs; the enhancement, promotion and development of tourism and beautification; initiate, conduct and promote studies and/or researches pertinent to facts and events affecting legislation as well as look for possible avenues and sources for the establishment of a city government building that would house important works of art, historical and scientific objects depicting the life, culture and tradition of the people of Cagayan de Oro City. It may, in consultation with the Philippines Historical Commission, change the name of the city and barangays, upon the recommendation of the barangay concerned, city roads, avenues, boulevards, thoroughfares, and bridges, public elementary, secondary and vocational or technical schools, community colleges and non-chartered colleges, city hospitals, health centers and other health facilities and other historical landmarks, public places, or building owned by the City Government.

It shall study, investigate and report on all matters relating to trade, internal commerce and industry in general, protection of such commerce and industry against unlawful restraint and monopolies, all matters relating to economic planning and programming.

It shall study, investigate and report on all matters pertaining to the condition and status of the poor and underprivileged and promote their conditions in resettlement areas by making available to them decent housing at affordable cost, basic services and employment opportunities.

Ways & Means

It   shall study investigate and report on all matters and measures, including but not limited to the levy and collection of taxes, fees, charges for services rendered by the City or any of its department, branch or office; assessment or appraisal of real properties; donations, loans and other sources and forms of revenue.

Women

Women and Family Relations

It shall study, investigate and report on all matters relating to the protection of women and family; measures to protect working women by providing safe and healthful working conditions, taking into account their maternal functions, and such facilities and opportunities that will enhance their welfare and potentials; measures to protect the rights of spouses and children, including assistance for proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial to their development; measures to protect the rights of families or family associations to participate in the planning and implementation of policies and programs that affect them.

Climate Change Adaptation and Mitigation and Disaster Risk Reduction

Ensuring the mainstreaming of climate. change, in synergy with disaster risk reduction, into the provincial, sectoral and local development plans and programs;  Formulation of a Framework Strategy on Climate Change to serve as the basis for a program for climate change planning, research and development, extension, and monitoring of activities on climate change;  Recommending legislation, policies, strategies, programs on and appropriations for climate change adaptation and mitigation and other related activities;  Creation of an enabling environment that shall promote broader multi-stakeholder participation and integrate climate change mitigation and adaptation;  Facilitation of capacity building for local adaptation planning, Implementation and monitoring of climate change initiatives in vulnerable communities and areas;  Overseeing the dissemination of information on climate change, local vulnerabilities and risks, relevant laws and protocols and adaptation and mitigation measures; Coordination with local government units (LGUs) and private entities to address vulnerability to climate change impacts;  Creation of policy options and strategies on multi-hazard disaster risk reduction and mitigation;  Addressing of issues on cooperation mechanisms for disaster risk management; Addressing of issues on multi-hazard assessment, preparedness, early warning and response to disaster risks.
